Based on the work done in the previous phase of the project in accounting standards, the accounting expert should progress in this area as described in Result 1 below. Secondly, the expert should work on the conceptual design of GFMIS from accounting point of view (Result 2).

Job description:

 

Public Accounting Standards Expert

The duties of the expert will be:

Result 1

The objective of the assignment is to assure the timely and efficient implementation of IPSAS for financial reporting of the MOF’s activities, considering the limited staff resources.

  • Review and provide informed comments regarding the IPSAS implementation plan & financial instrument accounting manual.
  • Coordinate with the MOF to further assess the resources available for IPSAS implementation and establish realistic targets and performance objectives to achieve full IPSAS compliance.
  • Assure that IPSAS-required Policies and Procedures are properly documented in an “accounting policy manual” and that proposed required changes in accounting policies are prepared for proper approval through the MOF governing bodies as required.

Result 2

  • In cooperation with the MOF, elaborate the most fundamental features of an accounting framework for GFMIS configuration. That means the accounting framework or accounting basis, other main accounting policies and principles, the structure of the general ledger, and chart of accounts are all areas that may have a critical effect on the configuration and usefulness of a GFMIS and should be set out in the conceptual design.

Activities

  • Describe the accounting system and practice currently in use in the MOF.
  • Assess strength and weakness of current processes and practices in light of generally accepted principles and practices (GAPP) in public financial management.
  • Develop a double entry-based Treasury General Ledger manual to record all government financial transactions for use in accounting for all government financial resources consistent with the proposed new COA under development.
  • Propose financial instructions, regulations and procedures that would form the basis of a comprehensive accounting manual for use by all budget institutions to ensure consistency of approach.
  • Describe roles and responsibilities of the finance function in the MOF and line ministries.

 

Profile:

 

 

Qualifications and skills

  • An accountant/consultant with an established track record in providing advice regarding IPSAS/IFRS to MOF for a minimum of 5 years.
  • Professional and/or advanced educational qualifications with experience in the areas of accounting, financial management, business processes and IPSAS/IFRS conversions.
  • Knowledge of Russian and experience in Kazakhstan/FSU would be an asset.
