They Key Expert Profiles are as follows:
Key expert 1: Expert in Extractive Industries Governance / EITI Expert, Expert Category I (500 working days)
Qualifications and skills
Minimum requirements:
- University Degree in public administration, political science, economics, energy or mineral development or a relevant, directly related discipline.
- Proficient communication and written skills in English.
General professional experience
Minimum requirements:
- At least 10 years of successful professional working experience with supporting the governance of extractive industries towards sustainable development and poverty reduction.
- Proven international experience with the policy environment of the oil sub-sector.
Preferred requirements:
- At least 5 years of professional working experience in Sub-Saharan Africa.
- Experience in Uganda is considered a distinct advantage.
Specific professional experience
Preferred requirements:
- Profound working experience in supporting countries on the implementation of the EITI Standard, including close liaison with government officials, company representatives and civil society groups in implementing countries.
Key expert 2: Accountability Sector Expert, Category I (500 working days)
Qualifications and skills
Minimum requirements:
- University Degree in public finance, economics, public administration, or a relevant, directly related discipline.
- Proficient communication and written skills in English.
General professional experience
Minimum requirements:
- Profound working experience in strengthening public sector monitoring and performance assessment systems.
- Profound working experience with strengthening institutional arrangements and coordination for sector-wide approaches.
Preferred requirements:
- At least 5 years of professional working experience in Sub-Saharan Africa. Experience in Uganda is considered a distinct advantage.
Specific professional experience
Preferred requirements:
- At least 10 years of aggregate professional experience in at least 2 of the following 4 thematic areas: Economic Management, Resource Mobilisation & Allocation, Budget Execution & Accounting, Audit & anticorruption.
Key expert 3: JLOS Sector Expert, Category I (500 working days)
Qualifications and skills
Minimum requirements:
- University Degree in Law.
- Proficient communication and written skills in English.
General professional experience
Minimum requirements:
- Profound working experience in strengthening public sector monitoring and performance assessment systems.
- Profound working experience with strengthening institutional arrangements and coordination for sector-wide approaches.
Preferred requirements:
- At least 5 years of professional working experience in Sub-Saharan Africa. Experience in Uganda is considered a distinct advantage.
Specific professional experience:
Preferred requirements:
- At least 10 years of aggregate professional experience in at least 2 of the following 3 thematic areas: JLOS Infrastructure and access to JLOS services, Promotion of Human rights compliance of JLOS sector, Promotion of anti-corruption, commercial justice.
Key expert 4: Expert for public reforms increasing access to justice, Expert Category I (500 working days)

Minimum requirements:
- University Degree in Law.
- Proficient communication and written skills in English.
General professional experience
Minimum requirements:
- At least 10 years of successful professional working experience with supporting reforms/programs aimed at increasing the accessibility of JLOS service delivery.
Preferred requirements:
- Profound working experience with strategic planning, costing, budgeting and monitoring of JLOS frontline infrastructure and services.
- At least 5 years of professional working experience in Sub-Saharan Africa. Experience in Uganda is considered a distinct advantage.
Specific professional experience
Minimum requirements:
- Profound working experience with strengthening informal/customary justice mechanisms.
- Profound working experience with strengthening human rights compliance and accountability in the JLOS sector.
Preferred requirements:
- Profound working experience with strengthening child-friendly and gender-sensitive services in JOS institutions. Profound working experience with the scaling-up of state-funded legal aid.
Key expert 5: Judicial case management Expert, Expert Category I (500 working days)
Qualifications and skills
Minimum requirements:
- University Degree in law, public administration, IT or any other subject closely related to case management systems.
- Proficient communication and written skills in English.
General professional experience
Minimum requirements:
- Profound working experience with strengthening the supervision functions and M&E systems of JLOS institutions
- At least 10 years of professional experience with institutional case management of JLOS institutions.
- Profound working experience with the automation of the management and storage of records
Preferred requirements:
- Profound working experience with the design- and development phases of Integrated Information Management Systems on the basis of a an inter-operability framework
- At least 5 years of professional working experience in Sub-Saharan Africa. Experience in Uganda is considered a distinct advantage.
Specific professional experience
Preferred requirements:
- Working experience with the analysis and re-design of case management business processes in JLOS institutions.
