Linpico was commissioned by the European Union Delegation to Lesotho to conduct the evaluation of the Ntlafatsa Bana Cash Plus Programme. Ntlafatsa Bana (2023–2026) represents the fourth phase of a long-standing partnership between the Government of Lesotho, the European Union and UNICEF. The programme places improved nutrition at its core and combines social protection with a range of complementary interventions, including community Nutrition Clubs, water, sanitation and hygiene (WASH) activities, digital birth registration, household energy solutions for selected Child Grant Programme households, and technical assistance to the Child Grant Programme. These interventions were piloted across nine Community Councils in five districts, with the aim of addressing multiple underlying determinants of child malnutrition through an integrated approach.
The evaluation examined the programme’s coherence, effectiveness, cost-efficiency, sustainability and signs of impact, as well as key challenges and enabling factors, gender dimensions and EU added value. It was based on programme documentation, consultations with stakeholders at national and district levels, and field visits to communities covered by the programme.
As part of the evaluation, Linpico has also produced communication materials to present the evaluation and its results in an accessible and visual format.
