Public Financial Management (PFM) assessment of the Bogotá Capital District (BCD) was carried out by Linpico, on behalf of and with financial support from the French Development Agency (AFD)

In the context of a budget support operation for public policies, aimed at implementing the District Development Plan (PDD) “Bogotá Camina Segura 2024-2027”, a Public Financial Management (PFM) assessment of the Bogotá Capital District (BCD) was carried out, on behalf of and with financial support from the French Development Agency (AFD), limited to a group of indicators from the PEFA methodology for Subnational Governments (May 2022). Likewise, based on this assessment, which was agreed to be called “PEFA Light”, a Fiduciary Risk Analysis (FRA) was carried out, in accordance with the AFD’s fiduciary risk assessment doctrine for budget financing committed in foreign States (March 2021).

The main objective of the work was to examine existing local PFM dynamics, including auditing and procurement management rules and practices applicable to Colombian local authorities, and in particular to the DCB.

The work, under the direction and supervision of LINPICO SARL, was carried out with success by an international consultant specializing in public financial management assessments using the PEFA methodology and in ARF.

Fiduciary Risk and Procurement Management Assessment for the Casablanca-Settat Region

Linpico has just completed the Fiduciary Risk and Procurement Management Assessment for the Casablanca-Settat Region, a project funded by the AFD.

This assessment focused on existing local public financial management (PFM) dynamics, including the audit and procurement management rules and practices applicable to Moroccan local authorities, particularly in the Casablanca-Settat Region.

This assessment was based in particular on the assessment of the twelve specific PEFA indicators selected by the AFD to shed light on the four dimensions of fiduciary risk.

In the area of ​​fiduciary risk, Linpico, a firm specializing in PEFA and PEFA light assessments for over 20 years, also recently conducted a public financial management (PFM) assessment of the Bogotá Capital District (BCD), also funded by the AFD (see article on our LinkedIn site).

Updates on the now completed EU4Statistics project in Ukraine

With our partners at EUROPE Ltd, we have recently finalised a project aimed at enhancing Ukraine’s statistical capabilities to align with EU standards. Key deliverables and actions include:

**Institutional Strengthening:** Streamlining the State Statistics Service of Ukraine (SSSU) for improved efficiency and effectiveness.

**Data Enhancement:** Upgrading macroeconomic, business, population, and agriculture statistics through new methodologies and improved data collection.

**Capacity Building:** Comprehensive training programs to equip SSSU and NASAA with essential skills and knowledge.

**Collaborative Efforts:** Working with EUROPE Ltd and stakeholders to enhance Ukraine’s statistical system and support its EU accession process.

EU-supported capacity-building initiatives in Libya’s health sector from 2018 to 2024

We are pleased to share insights from our recent evaluation of EU-supported capacity-building initiatives in Libya’s health sector from 2018 to 2024, together with our partners at Social Terrain.

Our assessment highlights key achievements and lessons learned in strengthening Libya’s healthcare system:

– Adaptive training approaches were crucial in navigating Libya’s unstable environment. – Gender-sensitive strategies improved participation and inclusion, though more focus is needed on marginalized groups. – Enhanced outcome-level monitoring is necessary for long-term accountability and sustainability. – Collaboration and mentorship have been pivotal; continued alignment with national systems is essential. – ️ Strengthening monitoring, engaging marginalized populations, and sustained resource allocation are vital for future progress.

We are proud to have partnered with the European Union and other stakeholders in this journey. Together, we have laid a strong foundation and now aim to consolidate these results and ensure sustainability for a resilient healthcare system in Libya.

Dissemination seminar for the Final Evaluation of the Vanuatu Value Chain Development (VaVaC) EU Programme

Linpico has delivered this week the dissemination seminar for the Final Evaluation of the Vanuatu Value Chain Development (VaVaC) Programme.
Our evaluation, led by Rupinder Singh , took our agricultural value chain specialist Garth Atkinson   all the way to Vanuatu for a field mission in March this year.
The evaluation found that budget support was the most relevant aid modality in the context of Vanuatu, allowing for flexibility which was key for a programme that faced the covid-19 pandemic, four cyclones, and a volcanic eruption during its implementation.
The seminar shared and discussed with EUD and Vanuatu counterparts representatives, conclusions of the evaluation, but also a set of concrete recommendations for continued EU support to value chains development in the country and in similar small island states contexts.

Final evaluation of the Support Program for the concerted management of protected areas and fragile ecosystems in Chad (APEF)

Chad has exceptional biodiversity that is endangered due to climatic and anthropogenic pressures. However, Chad still offers a representativeness of biodiversity linked to a great diversity of landscapes and a strong north-south gradient of ecosystems. The conservation of biodiversity and fragile ecosystems is a priority in Chad’s national development plan and in Chad’s 2030 vision. The European Union (EU) has supported the Chadian government in this mission through the “Support Program for the Concerted Management of Protected Areas and Fragile Ecosystems in Chad (APEF)” program.

The APEF program, funded to the tune of 33 million euros under the National Indicative Program (NIP) of the EDF (European Union), aimed to promote the sustainable and concerted conservation of wildlife, biodiversity and heritage in Chad for the benefit of the population through the promotion of concerted management of protected areas and fragile ecosystems in Chad. In this context, LINPICO has completed and has just received the final validation of the independent overall evaluation report of the APEF Program. This was carried out with a view to identifying the main lessons learned, conclusions and related recommendations in order to inform decision-makers on how to improve the implementation of NaturA Chad 1 and to feed into the NaturA Chad 2 grants and the formulation of the future NaturA Chad 3 intervention in 2026.

Development of comprehensive guidelines and capacity building on green budgeting and tagging in Mauritius

Linpico is proud to highlight its role in driving sustainable change through the AFD-funded project in Mauritius: Development of comprehensive guidelines and capacity building on green budgeting and tagging. This initiative supports the Government of Mauritius in adopting green budgeting practices by developing national guidelines, training key ministries—including the Ministry of Finance, Economic Planning and Development—and empowering stakeholders with the tools and knowledge needed to align budgets with environmental goals. Through capacity-building workshops, a dedicated training-of-trainers program, and the establishment of forums for high policy level development and implementation, we are working towards a future where public finance supports a greener, more resilient Mauritius.

International Mother Earth Day

On April 22, we celebrate International Earth Day, proclaimed by the United Nations General Assembly in 2009. This day reminds us that our planet and its ecosystems constitute the common home of humanity. Protecting our Earth is essential to improve people’s living conditions, combat climate change, and prevent the collapse of biodiversity.

With this in mind, Linpico is actively engaged in implementing various projects that support ecological development, the green economy, protected areas and fragile ecosystems protection, as well as sustainable production and consumption.

Since 2023, Linpico is consortium leader for the AFD 2023 framework agreement – Lot 01 – Capacity building in financial governance.

Within the framework of this agreement LINPICO has recently successfully carried-out the evaluation of the joint Green Economy Programme between the Agence Française de Développement and the Government of Uzbekistan.

We wish to thank the regional and local representatives of the AFD, the Uzbek Ministry of Economy and Finance, and our evaluation team for a fruitful collaboration.
