Ivan Linhart Managing Director Ivan has an MA in International Relations from Nottingham University and a BSc in Mathematics from King’s College London. After training as an accountant he joined Linpico (formerly Geomar International) in 1993, taking over as Managing Director and main shareholder in 1998. Ivan has worked as an expert on donor funded projects in the areas of trade, private sector development, public finance management and aid management, including as Team Leader on a Technical Assistance Project supporting the National Authorising Officer in Solomon Islands. Hendrik van der Heijden Associate Linpico Director Mr. Hendrik van der Heijden holds a doctoral degree in economics from the Netherlands School of Economics (subsequently renamed Erasmus University) and is a specialist in macroeconomics, public sector modernisation, fiscal and aid management. He has 20 years’ experience with the World Bank in Washington and Bangkok, as senior economist and manager, working in the Caribbean, Latin America, South and East Asia. In the OECD, Paris, he headed the Aid Management Department. In the late nineties he lectured in the Harvard Course for senior Treasury officials on External Financial and Aid Management. Over the past twenty years he has been advising Ministries of Finance and Planning in Africa and the Pacific, as well as the European Union. Ilia Zedginidze Project Director Ilia Zedginidze holds a law degree from the Tbilisi State University in Georgia. After a successful career in professional rugby, and obtaining a Master's Degree in International Business, followed by managing a private business, he has been working as a project manager in Linpico since 2018. His role includes business development and project management, covering Public Finance Management, Public Administration Reform, Procurement and Aid Management sectors. Ilia is fluent in English, Georgian, Russian, French and also speaks Italian. Eric Saint-Flour Head of Administration Eric graduated from the Bordeaux University of Technology in 1985 before joining the U.S Department of State Diplomatic Missions in France in June 1986. He is a Microsoft Certified Professional and his main area of expertise is the systems administration of computer local and worldwide area networks (LAN & WAN). He has a long experience in the general management of public entities. He also holds a degree in the Management and Business Administration for Small and Medium Enterprises (SMEs) of the private sector. Eric joined LINPICO in November 2007 and since then he managed a few development aid projects in Africa, especially in Ivory Coast, funded by the European Commission and the World Bank. Priscilla Colombier Head of Finance Holder of a Certificate of Higher Technician in accounting and management of organisations. Floriane Ciravegna Accounting Assistant Holder of a Master’s Degree in Management Sciences specialising in Corporate Finance and Management Control. After 8 years of experience in administrative and accounting management of SMEs, Floriane joined Linpico in May 2018 where she holds the position of accounting assistant. . Sarah Gaisford Project Manager Sarah joined Linpico as an internationally based Project Manager. She is responsible for the English-speaking FWCs. Prior to this she worked as a web manager on the Internet. She started working with Linpico on EU funded projects. Her main focus has been on assignments in the field of monitoring and evaluation, rural development and food security/safety; telecommunications and information technologies; culture, education, employment and social sector; trade standards and private sector and macro-economy, statistics and public finance management. She is an Economics and Politics graduate. Sarah shares an email address with her husband Miles: Olivia Ongoto Project Manager at Linpico West Africa Olivia Ongoto joined Linpico in June, 2009 so as to coordinate the Contracts-Finance department. She previously worked for Arval –BNP Paribas group- as a financial analyst and has also worked in the strategy and development sector with Pro Natura and in the active management sector with Neuflize Bank. Olivia has a Master II in Financial Engineering and a BSc in Finance, Marketing and Management from l’ISEG, Toulouse (France). Being bilingual (French-English), Mrs Ongoto specialises in the financial management of development projects. Her particular interest in the development industry has been motivated by her varied experience in the financial sector. Wendé De Clercq Project Manager at Linpico West Africa Wendé joined the LINPICO West Africa team in May 2019. Previously, he worked as a Legal Research Assistant, within the flagship adolescent health program (Laws, Policies and Strategies Relating to Adolescents and Young People in Countries Selected from West, Central and North Africa), for the WHO Regional Office for Africa. Wendé holds a Master’s Degree in Business and Tax Law from the University of Paris VIII Vincennes-Saint-Denis. He is fluent in English, Wolof (Senegal), and Mooré (Burkina Faso). Since joining LINPICO West Africa, Wendé has developed a particular interest in project management in sub-Saharan Africa. . Issa Gnanou Project Manager at Linpico West Africa Issa Gnanou joined Linpico in January 2020 to strengthen the West African Regional Office (LWA) team based in Ouagadougou. He previously worked for non-governmental organizations (NGOs) as administrative and financial manager of development projects and programs. Issa holds a Master’s Degree in Management Science (MSG) from Ouaga 2 University. Issa specializes in the management of French-speaking projects in Sub-Saharan Africa. Ayushi Goyal Project Manager at Linpico India Ayushi is a development professional with more than 10 years of experience in consulting. She has done Masters in Business Administration, Marketing and certification in Public Policy from London School of Economics. She has joined Linpico in 2022 and prior to that, she worked as a Senior Consultant for Risk Management with Multinational management consultancy firms for India, Nepal, Bhutan region. She has experience of working with government sector and possess the technical and managerial experience in large-scale projects funded by donor agencies like the World Bank, ADB, DFID etc. She has experience in public financial management, capacity assessment, financial management system review, post procurement review, due diligence, onsite verification etc. She speaks in English and Hindi. | Victoria Seaton Director Victoria gained a degree in History and then completed an MBA, specialising in marketing, organisational behaviour and organisational culture. From 1993 to 2001 she worked as a Change Management consultant in the Private Sector helping companies, in several different business sectors, define and implement new strategies. Since 1999 Ms Seaton has been a Director of Linpico responsible for Finance, as well as the in-house Change Management and Training expert. Axel Cambrillat Project Director Axel holds a Masters II degree in Finance (IAE, Nice) and a Masters degree in Law (Paris I – Panthéon – Sorbonne). He is specialized in the management and monitoring of Governance, Public Finance, Economic and Private Sector Development projects. Axel joined LINPICO in 2000 after working in the private banking sector, and has subsequently managed numerous projects in Sub-Saharan Africa, the Indian Ocean, Maghreb and the Caribbean. He is responsible for French speaking Projects at LINPICO and has in-depth knowledge and experience of the main Donor procedures (EU, WB, AfDB, etc.) as well as Framework Logical Analysis and Project Cycle Management. Ismaël Amoussa Project Director at Linpico West Africa Ismaël Amoussa joined Linpico in April 2007 as a French project manager. He previously worked as a project management assistant for the Department of Structural Funds and International Cooperation of the UEMOA. He has also worked as part of the Italian NGO Manitese in Burkina Faso and Benin. Ismaël has a Master II in International Economy (Grenoble, France), a Masters in Political Science, a D.U in Techniques and Politics of International Cooperation and a Bachelor in International Economy, Money and Finance (Toulouse, France). Mr Amoussa’s joint political and economic background and his experience with both donors and beneficiaries led him to join Linpico and he currently works in the institutional support sector (public finance, aid management, private sector) He speaks French, English, Mossi (Burkina Faso) and Bambara (West Africa). Ioannis Malisiovas Project Director Yannis is a Political Sciences and Public Administration graduate and holds an MSc in Public Policy and Human Development from the Maastricht Graduate School of Governance - Maastricht University/UNU Merit. After gaining experience in public organisations and private consultancies in Athens and Brussels, he worked as an independent consultant in collaboration with firms and NGOs in the field of international development project management in various sectors. He joined Linpico in March 2013 and he is managing projects in the field of Aid Coordination, Public Finance Management and Institutional Development in the Public Sector and within his projects he has been organising and managing capacity building and communication and visibility events. He is a PhD candidate in the field of Aid Management and Aid Effectiveness and more specifically in the Evaluation of Official Development Assistance (ODA). Julie Duluc EU Framework Contract Lot 5 Manager Julie joined Linpico in July 2018 to manage the new EU Framework Contract Lot 5 (Budget Support), for which Linpico is leading a Consortium. She has been working in the field of international development for over 8 years, starting with the UNDP Gender Team in 2012. Since then, Julie has specialised in tendering and implementing donor-funded programs, with a strong focus on EU funded projects and proposal writing. Her projects have ranged in areas covering education, employment, governance, gender equality, economic and social inclusion, rural development and public finance. Julie's experience includes working for development consultancies (AECOM and Linpico), but also for a multilateral organisation (UNDP) and international NGOs (Plan International and the British Council), which has given her a comprehensive overview of the international development sector. Witold Dubus Project Manager Witold worked in various international organisations notably in India, Lebanon, Morocco, Poland, Spain; and cumulates over 2 years’ experience in the International Development sector. Witold is a graduate of the Erasmus Mundus Master’s Degree centred on Mediterranean Cooperation, and also holds a Bachelor’s Degree in Middle Eastern Studies from SOAS - the School of Oriental and African Studies in London. He speaks fluently English, French and Polish as well as conversational Spanish, and notions of a few other languages. He joined Linpico as an internationally based Project Manager in 2021. Laury Incorvaia Project Director Laury joined Linpico in February 2013 as Project Director after being based in the UK since 2000, where he has worked in project management with international development consultancies and NGOs. During this time, he has also gained an MA in Cultural Anthropology, a BA hons in Business Administration, and a post-graduate diploma in Development Education from London South Bank University. Laury has experience in North and Sub-saharan Africa and Latin America in the rural development and education sectors, with donors such as the EU, Danida and DFID. His main interest is agroecology and he has worked with smallholders and farmers organisations in structuring organic cooperatives in Morocco. He is a native French and Italian speaker, and also speaks fluent English and Spanish. Virginie Charransol Financial Assistant Virginie joined the “Contract-Finance” department of Linpico in September 2011. She has a European Diploma of Superior Studies in Management and Administration of SMEs (DEES GEST). She also undertook studies in Business Accounting and Finance, which enabled her to develop an enhanced understanding of business and its management. Since she joined Linpico, Virginie has acquired a particular interest in the development and technical assistance sector. Muriel Fernandez Moreno Project Manager Muriel joined Linpico in 2009. Prior to this, she worked in press relations, media plan and organisation of international seminars and competitions in the wine sector. Muriel holds a DESS ILTS from the University of Paris VII (Masters II in Technical Translations). She also worked as a technical author and translator in Paris for Human Resources and Finance Software vendors (IBM, ORACLE..). Since 2009 she is in charge of experts recruitment, drafting of proposals and backstopping / project management for multidonors projects (EU, WB, ADB…) in the fields of trade, public finance, poverty reduction and education. She works on French, English and Spanish speaking projects. Camilla Guidi Junior Project Manager Camilla studied European Cultures and Society at the University of Flensburg, Germany, and then obtained a Master's degree in International Relations from the University of Turin. Upon completion of her studies, in autumn 2021, she joined Linpico as a junior project assistant. She is keen to get involved and learn more about the world of international development projects. Miles Gaisford Project Manager Miles joined Linpico as an internationally based Project Manager. Having received his degree from Cirencester Royal Agriculture College and spent many years gaining practical experience in southern Africa, he then spent several years as an Agriculture Consultant in far flung corners of the world such as Martinique, Vietnam and Canada later joining Linpico and working as an expert on donor funded projects in the field of rural and agricultural development incorporating capacity building for development and effective management of food security and small enterprise growth. His fields of expertise also include poverty reduction strategy, gender issues, financial and human capacity analysis for community based organisations, identification of training needs and implementation of training programmes in agri-business and management plus monitoring and evaluation. He has currently re-located to Nigeria working on a long-term project.
