Final evaluation of the ABC PADER Program in Cameroon – Funding from the European Union (EU) and BMZ

Following the implementation of the PADER Program (Programme d’Appui au Développement Rural au Cameroun) from 2016 to 2020, the European Union (EU) and BMZ mobilized resources for the implementation of a more ambitious, expanded program in the cotton basin, entitled ABC PADER (Appui aux mutations du Bassin Cotonnier, Programme d’Appui au Développement Rural), which ran from 2020 to 2024.

Linpico, in partnership with EMI Consulting, completed the final evaluation of this project in June, the objectives of which were:

➢ To provide relevant EU departments, interested stakeholders, and the general public with an independent and comprehensive analysis of the performance of the ABC-PADER Program

➢ To identify key lessons learned, conclusions, and useful recommendations for improving current and future interventions.

The evaluation process combined the analysis of Program documents with the collection of information gathered directly from stakeholders, including institutions, beneficiaries and Program partners. The team of evaluators provided by Linpico and EMI developed the evaluation methodology, carried out the document analysis and conducted the field survey in four (04) communes, two (02) in the Adamaoua Region [Communes of Ngaoundéré III and Commune of Mbé] and two (02) in the North Region [Communes of Ngong and Commune of Mayo Oulo]. In addition, interviews with some beneficiaries and stakeholders were conducted in Garoua and Yaoundé.
