LINPICO is looking for experts to implement a partial credit guarantee mechanism in the Central African Republic with a view to facilitating investments, improving access to credit and supporting SMEs. This will involve three years of support to cover the different phases of the Fund:

1. Phase of detailed formulation of the Strategy and institutional creation;

2. Fund structuring and operationalization phase;

3. Launch phase of the offer and support for local Financial Institutions (FIs).

To do this LINPICO is looking for experts in the following fields, available on a temporary or permanent basis (applications from experts from the Central African Republic or the sub-region will be particularly considered):

  • A specialist in the banking and/or SME credit sector,
  • A specialist in guarantee mechanisms for loans to SMEs
  • A specialist in program management combining investment preparation and financing provision for African project leaders
  • A specialist in commercial development with the financial institutions targeted by the project, and who will promote the signing of appropriate agreements between them and the guarantee fund
  • A lawyer expert in local and regional regulations (in support of the legal creation of the Fund – regulatory texts – as well as in the regulatory part of the development of the Agreement to be signed with financial institutions in accordance with local and regional regulations for SMEs and Financial Institutions.
  • A specialist in supporting international donors or governments in terms of setting up programs aimed at the development of the private sector in various countries on the continent (Central, West or East Africa). The expert will also have solid experience in advising the public sector in terms of improving the competitiveness of fragile countries and facilitating public-private collaboration.
