LINPICO is pleased to announce the start of a new project in Zimbabwe ‘‘Technical Assistance to the Ministry of Finance and Economic Development to efficiently and effectively discharge the roles of the National Authorising Office (NAO) in Zimbabwe’‘ – This is the first Technical Assistance project in the country funded by the EU after 10 years.

Linpico is seeking Portuguese Speaking, PALOP Experts

In order to implement future projects in the PALOP countries, Linpico is looking for portuguese speaking experts in the following areas :

  • Cooperation Management and Support to the NAO / RAO

Kick-off seminar in El Salvador

We are pleased to announce the successful holding of the kick-off seminar for the Strategic Evaluation Budget Support to El Salvador 2009 – 2017. The evaluation focuses on poverty reduction, macro-economic stability, reforms in public finance management, including domestic revenue mobilization, economic growth, social development (cohesion/inclusion) and human security, in particular for youth and women and private sector development. The evaluation also assesses to what extent, gender, good governance and human rights have been mainstreamed through budget support operations.

Public Finance Management and Anti-corruption in Armenia

Since 2015 LINPICO has been implementing a contract on Policy Dialogue around Public Administration/Finance Reforms in Armenia within the context of the EU’s Multi Sector Budget Support to Armenia including in anti-corruption.

Corruption in Armenia remains one of the key concerns to society and impediments to democratic development. The EU has been one of the main donors for anti-corruption activities in Armenia and their contribution to fight against corruption has been substantial, but the visibility and communication of the EU’s support is not in proportion to its scope.

We are working with Impact Hub Yerevan to increase the visibility of EU’s support for anti-corruption in Armenia through a nation-wide campaign using creative and innovative methods of raising awareness and advocacy, and involving popular respected figures.

Their work included:

Comedian Sergey Sargsyan performed a short piece on ‘How to recognize corruption’;

A TEDx Event;

Ideathon Event with an EU ambassador.

With respects to great work that went into the implementation of the ‘Art of (Anti) Corruption’ year-long project, Impact Hub Yerevan have been awarded ‘CSO of the Year’ by the Armenian Lawyers Association at the Annual Anti-Corruption Award Ceremony organized by CSO Anti-Corruption  coalition of Armenia. We at Linpico would also like to congratulate them for their great work on the project.

Mr. Hoa-Binh Adjemian handed out the “CSO of the Year” award to Impact Hub Yerevan for the implementation of the “Art of (anti) Corruption” project.

PEFA Workshop

Linpico staff were pleased to attend the Public Expenditure and Financial Accountability (PEFA) Assessors Workshop in Paris, from the 13th – 14th of December 2017, which focused on the upgraded PEFA 2016 framework. Agence Française de Développement were also in attendance.

Public Finance Management support in Burkina Faso

Today Linpico signed the service contract for a major new Public Finance Management support project funded by the European Union. With a value of more than €3.6 million and a duration of three years, the project aims to improve the performance and transparency of public finance management in Burkina Faso by supporting convergence towards regional financial management standards.

Short-Term Opportunity: Senior Chart Of Accounts Expert

LINPICO Sarl is currently seeking applications for a Chart of Accounts Expert for the “EU State Building Contact, Complementary Support” project in the Republic of Sierra Leone.

This is a short-term Senior Expert position, with a working day allocation of 40 days.

The provisional start date of April 2017.

The objective of this assignment is to assist in bringing the chart of accounts in line with the legal prescriptions, in order to meet the legal, management and other information needs. The revision of the CoA will also support the GoSL in its effort to improve the quality, accuracy and timeliness of its financial accounts.

The expert will assist MOFED in the following tasks:

  1. Draft/update a draft multi-dimensional Chart of Accounts covering all segments and meeting all the critical requirements and international standards, including GFS 2014 and COFOG;
  2. Develop a detailed CoA user manual for regular reference;
  3. Develop a mapping table that details how to transit from the existing COA to the proposed CoA;
  4. Develop a comprehensive training manual/package for user groups.

 

The candidate is expected to have the following qualities:

  • At Master’s degree in relevant subject area (public finance, accounting) and/or professional accounting qualification;
  • Fluent command of both written and spoken English;
  • Computer Literate;

General professional experience

  • Advanced qualification in Accountancy, Economics or Law
  • Minimum of 5 years of experience in PFM

Specific professional experience

  • Sound knowledge and previous proven experience in public sector budgeting, accounting and auditing and/or PEFA assessment;
  • Experience in African countries, particularly West Africa, is advantageous
  • Excellent English language skills- both verbal and written

LINPICO Sarl is currently seeking applications for a Budget Support Expert for the “EU State Building Contact, Complementary Support” project in the Republic of Sierra Leone.

This is a short-term Senior Expert position, with a working day allocation of 65 days.

The provisional start date of April 2017.

The objective of this assignment is to assist in the formulation of the next budget support operation, the State Building Contract 2018-2020.

The expert will assist the Key Expert 2 in the following tasks:

  1. Contribution to drafting the Budget Support formulation report as outlined hereafter, in particular chapter elements 4 and 5 of the report referred above;
  2. Contribution to drafting the Action fiche and Technical and Administrative Provisions (TAPs), including the eligibility assessment annexes and the logical framework.

The candidate is expected to have the following qualities:

  • At Master’s degree in relevant subject area (public finance, macro-economics
  • Fluent command of both written and spoken English
  • Computer Literate

General professional experience

  • Advanced qualification in Economics or other relevant to the assignment
  • Minimum of 10 years of international experience

Specific professional experience

Senior Works Procurement Specialist – Afghanistan

LINPICO is seeking to recruit a senior works procurement specialist to join our existing team in Afghanistan where we are providing technical support to the National Procurement Authority through a World Bank funded service contract.

 

Candidates should have a degree in Civil Engineering; at least 15 years professional experience related to works procurement; be familiar with World Bank procurement procedures. Experience of working in a post-conflict setting is preferable.

 

The position is for 18 months and may be extended.
