Short-Term Opportunity: Senior Chart Of Accounts Expert

This is a short-term Senior Expert position, with a working day allocation of 40 days.

The objective of this assignment is to assist in bringing the chart of accounts in line with the legal prescriptions, in order to meet the legal, management and other information needs. The revision of the CoA will also support the GoSL in its effort to improve the quality, accuracy and timeliness of its financial accounts.
The expert will assist MOFED in the following tasks:
- Draft/update a draft multi-dimensional Chart of Accounts covering all segments and meeting all the critical requirements and international standards, including GFS 2014 and COFOG;
- Develop a detailed CoA user manual for regular reference;
- Develop a mapping table that details how to transit from the existing COA to the proposed CoA;
- Develop a comprehensive training manual/package for user groups.
The candidate is expected to have the following qualities:
- At Master’s degree in relevant subject area (public finance, accounting) and/or professional accounting qualification;
- Fluent command of both written and spoken English;
- Computer Literate;
General professional experience

LINPICO Sarl is currently seeking applications for a PFM Expert with experience of developing regulatory frameworks, for the State Building Contract Project, in the Republic of Sierra Leone. This is a short-term Senior Expert position, with a duration of 75 Working Days.
The objective of this assignment is to assist in producing a simplified version of the PFM Act 2016 taking into consideration the new and technical issues in the revised Act and assist in the design and initial drafting of the revised Financial Management Regulations, 2007 (FMR 2007) to support the implementation of the Act in consultation with key stakeholders.
Also, an Implementation Plan for the PFM Act 2016 is needed in order to better coordinate and monitor the implementation in particular of the new requirements within the Act. This will particularly help to structure and direct the focus of interventions by the Donor Funded PFM projects.
The consultant is expected to work closely with MOFED and other key stakeholders including the Accountant General’s Department, Audit Service Sierra Leone, National Public Procurement Authority and Law Officers Department. Input from key development partners should be sought.

Enhancing policy dialogue around Public Administration Reforms in the Republic of Armenia.
Linpico is currently consulting on an EU-funded Framework Contract, Enhancing policy dialogue around Public Administration Reforms, within the Republic of Armenia. Linpico is contracted to provide technical assistance to further improve Armenia’s Public Administrative Reforms (PAR), within the ambit of Public Finance Management (PFM). This project is in support of the Government’s 2011 Multi Sector Budget Support Programme, and EU-directed initiative, and contributes directly to the ideals of good governance, accountability, transparency and equality within the Armenian state.

Discussions of conditions and targets for EU budget support to Armenia in Public Finance Management (PFM) are ongoing with Armenian state agencies.
By facilitating increased dialogue with intra- and international stakeholders, we aim to enhance PAR policy understanding and the visibility of policy initiatives. This is achieved via analysis of existing relevant legislative and ministerial documentation, establishing joint committees, and translating policy documentation into English to increase the dissemination and comprehension of recent PARs to relevant institutions.
Presently Linpico has three experts providing technical assistance to this project, specialists in Economic Governance, Public Administration Reform, and Communication. The project is expected to be completed by the end of 2017.

Linpico signs a major new contract to provide consultancy services under the EU’s budget support programme in Sierra Leone
Linpico will be providing € 4.5 million of Technical Assistance over the next three years to support the Government of Sierra Leone with the implementation of its Public Finance Management Reform Strategy. Specific support will be provided for:
- The implementation of the Government’s Public Finance Management Reform Strategy.
- Monitoring and implementing National Development Policy.
- Advice and coaching for improved macroeconomic and fiscal policy formulation, the Accountant General’s Department, internal and external audit, budget planning and formulation and sector budget analysis.
